Ms. Annette Karungi

Hon. Annette Karungi is currently a member of the Leadership Tribunal (LCT). The LCT is a constitutional body established under Article 235A of the 1995 Constitution of the Republic of Uganda. The tribunal is mandated under the Leadership Code Act to among others; adjudicate cases of breaches of the Leadership Code thereby promoting transparency and accountability among leaders and public officers in Uganda.
Annette holds a Master of Laws (LLM) from Makerere University, a Post Graduate Diploma in Legal Practice (Dip LP) from the Law Development Centre, and a Bachelor of Laws (LLB Hons) from Makerere University. Annette is an advocate of the Courts of Judicature in Uganda having been entered on the roll of Advocate on the 14th day of June 2002. She is a member of the International Bar Association (IBA) and the East African Law Society (EALS). She is an award winner as best female academic for the 2021 having been recognised by the Uganda Law Society (ULS) for her contribution to legal education in Uganda.
Annette has a thorough work experience gained from 25 years of public and private legal practice. She has direct experience with prosecution, litigation, institutional capacity building of government agencies as well as teaching law at under graduate and post graduate levels.
Annette spent 21 years of her career at the Law Development Centre (LDC) where she served in various capacities. From 2016-2024, she headed the Department of Post Graduate Legal Studies and Legal Aid (Bar course). As Head of the Bar Course, Annette was responsible for the overall administration of the Department directly supervising and appraising the teaching faculty across all the campuses of the Centre.
Annette played a significant role in ensuring periodic review of the Bar course Curriculum in order to meet the ever changing demands of the labour market. She personally participated in imparting hands – on practical legal skills on the Bar course particularly in Criminal Proceedings, a subject she headed from 2010-2016 prior to her appointment as Head Bar course.
While at LDC, Annette taught on the various Diploma Programmes, Short Courses for Administrative Officers, Law Clerks, Bailiffs, Prosecutors and Investigators from Government Agencies prosecutors such as, UNBS and KCCA. She has also previously done part time teaching at UCU and KIU. She has not only mentored but also impacted positively the academic and professional lives of students both at under graduate and post graduate level in the last 2 decades.
From 2007 – 2009, Annette worked with a USAID/MCC (Millennium Challenge Corporation) funded Project – Anti- Corruption Country Threshold Project (ACT) as the Investigation and Prosecution Component Manager. The overall purpose of the ACT Project was to strengthen the capacity of key Government of Uganda agencies and institutions to work collaboratively to prevent, investigate, and prosecute public corruption cases. The Project is credited for among others sponsoring the setting up of the Anti-Corruption Court and training investigators and prosecutors to be able to prosecute corruption cases.
1999 – 2003, Annette served as a State Attorney in the office of the Director of Public Prosecutions (OPD) She was the first Resident State Attorney of Entebbe where she was responsible for overseeing the general administration of the station, directing police investigations and prosecuting cases particularly those from Entebbe Aviation Police (AVIPOL). While working with OPD, she headed the complaints’ desk that was responsible for ensuring professional standards among DPP staff in the performance of their duties.
