
Hon. Asuman Kiyingi
Deputy Chairperson
Hon. Asuman Kiyingi is the Deputy Chairperson, Leadership Code Tribunal. Is a senior advocate & Commissioner of Oaths with over 30 years of legal practice experience in both the private and public sectors.
He holds a Bachelor of Laws degree and a Master of Laws degree from Makerere University, plus a Diploma in Legal Practice from the Law Development Centre, Kampala.
A married man with children, he has served in various senior public and government positions. Before his appointment to the Leadership Code Tribunal as Deputy Chairperson, he served as Government of Uganda State Minister, in various portfolios. From March 2015 to June 2016, he served as Minister of State for Works and Transport, where he oversaw agencies like the Uganda National Roads Authority (UNRA), Uganda National Road Fund (UNRF), and Uganda Railway Corporation.
Prior to this, he had served as State Minister for Foreign Affairs (2011-2015), in charge of Uganda’s foreign relations in the Great Lakes Region, Africa, the Non-Aligned Movement (NAM), and the Organization of Islamic Countries (OIC). His first appointment to Cabinet was in 2009 as State Minister for Lands, where he oversaw the formulation of Uganda’s National Land Policy, the computerization of the Land Registry, and upgrading of the country’s Land Information Management Systems.
Kiyingi was a Member of Parliament representing Bugabula County South Kamuli District for 10 years (2006 to 2016). While Parliament before appointment to Cabinet, he served as Chairperson of Parliament’s Committee on Rules and Discipline, A committee tasked with ensuring that Members of Parliament conduct themselves with decorum and integrity in accordance with the rules; and to sanction deviant behavior. He was a member of the Legal and Parliamentary Affairs Committee of Parliament, the Clearance house for critical legislations passed by parliament, and playing oversight roles especially over the Justice Law and Order Sector institutions like the Inspectorate of Government, Uganda Human Rights Commission, Uganda Law Reform Commission, and the Law Development Centre.
Prior to joining Parliament, Kiyingi served in three leading government parastatal; 2004-2006. as Legal Counsel/ Board Secretary to the inaugural National Planning Authority which developed the first National Vision and gave the country the first National Development Plan; 1998 to 2004 as Corporation Secretary/ Head Administration National Medical Stores (NMS), overseeing its restructuring; 1991 to 1997 as Legal officer at the National Social Security Fund (NSSF).
Kiyingi served as Legal Assistant with Mugenyi & Co. Advocates shortly after his enrolment as an advocate in 1990. He also worked with Ntume- Nyanzi & Co. Advocates immediately after graduation from the Law Development Centre. Kiyingi attended Makerere College School for A-Level and Jinja Senior Secondary School for O-Level, where he was the best student (1978-1881).
Kiyingi is a Commonwealth Certified trainer in Corporate Governance and for some time served as a Consultant Trainer for the Corporate Governance Institute of Uganda. He is versatile with vast knowledge and experience in law, corporate governance, public procurement and finance, accountability systems, diplomacy, & international relations.
