The Leadership Code Tribunal (LCT), officially launched a User Guide to the Leadership Code Act, Cap. 33, in a move aimed at improving understanding, compliance, and enforcement of ethical standards in public service.

The launch event, officiated by the Minister of Public Service, brought together key stakeholders from different government MDAs, and oversight bodies. The Guide is expected to bridge the gap between complex legal provisions and practical understanding among leaders, public officers and the public.

Speaking at the launch, the Chairperson of the Leadership Code Tribunal, Dr. Roselyn Karugonjo Segawa, highlighted that the initiative was born out of a recurring challenge encountered during adjudication of cases where many public officials struggled to interpret and apply the provisions of the Leadership Code Act due to its technical legal language.

“The decision to simplify the Act grew out of a practical problem. Legal language is often difficult for non-lawyers to understand. While adjudicating and hearing cases, it became clear that many respondents (leaders and public officers) struggled to understand the Act’s provision.” She stated.

The Guide is the product of a collaborative, multi-agency task force comprising the Leadership Code Tribunal, the Inspectorate of Government, and the Uganda Law Reform Commission with support from the office of the Attorney General. This partnership reflects the complementary roles of the institutions in enforcing the Leadership Code Act.

While the Inspectorate is mandated to investigate and prosecute breaches, the Leadership Code Tribunal adjudicates the cases and imposes sanctions. A shared understanding of the law is critical to the effectiveness of both institutions, officials emphasised.

The clearer the law is, the easier it becomes for investigators, prosecutors, adjudicators, and the public to apply it correctly.

The User Guide simplifies key areas of the Act, including:

  1. Scope and application of the law;
  2. Declaration and disclosure requirements;
  3. Obligations and standards of conduct for leaders and public officers;
  4. Breaches, offences, and sanctions; and
  5. Practical guidance on ethical governance.

By breaking down these components into plain language, the Guide aims to make compliance more straightforward and accessible.

Coinciding with the launch, the declaration period for public officers officially started on April 1, 2026. All public officers are legally required to declare their income, assets, and liabilities within this month, 1st April 2026 to 30th April 2026. Officials emphasized that declaration is both compulsory and time-bound, urging all concerned to comply promptly. The newly launched Guide provides step-by-step instructions on the declaration process, including who must declare, what to declare, and how to do so.

Public officers are encouraged to consult the Guide and follow it closely so that declarations are accurate, complete, and timely. Ignorance of the law will not be accepted as a defense. Leaders and public officers are reminded of their obligation to uphold integrity, transparency, and accountability in their duties. Violation of the Leadership Code could result in serious consequences, including fines, demotion, dismissal, or confiscation of unlawfully acquired assets.

“Public office carries an obligation to act ethically and preserve public trust. Your conduct must consistently reflect honesty, impartiality, and commitment to the public interest.”

The launch of the User Guide marks a significant step in promoting good governance and strengthening public trust in Uganda’s institutions. By making the law more accessible, authorities foster a culture of compliance and ethical leadership across all levels of public service. The public is urged to embrace the Guide as a tool for transparency, accountability and improved service delivery.
